Case Study: Mr P

September 26, 2025 10:30 am

The applicant has applied with the help of his advisor at Jigsaw Homes North. He is 73 years of age, lives alone and receives his Retirement Pension, Occupational Pension, Housing Benefit and Attendance Allowance.

The advisor shares the applicant has been experiencing significant financial and emotional hardship as a direct result of financial abuse perpetrated by a person who was entrusted to provide his care. It is estimated that approximately £20,000 has been taken from him, during the time this individual was acting in a caregiving capacity. This serious breach of trust has had devastating consequences for the applicant, both financially and mentally.

As a result of the stolen funds, his essential bills, including his water charges, were left unpaid. The misuse of his money went unnoticed for some time, during which arrears accumulated. This has led to the development of multiple debts – a situation that is entirely new and extremely distressing for him, as he has previously always managed his financial responsibilities.

The applicant is particularly vulnerable. He is an amputee, which further complicates his ability to manage daily tasks and contributes to his overall need for reliable care and support. Following the discovery of the financial abuse, referrals were immediately made to social services and the police. An active investigation is now underway.

In the meantime, the applicant is receiving assistance from his local tenancy support team and money advice services, who are working to stabilise his finances and prevent further deterioration of his circumstances. A concern for welfare has also been raised with the NHS and his GP to ensure his health needs are being monitored and met.

A decision has been made to approve a grant to bring his water charges up to date. This will be a huge help and allow him to have the fresh start he desperately needs, during an extremely difficult time in his life. The applicant has been assessed for Back on Track but this would not add any financial benefit at the current time.

Outcome: Water grant approved at £928
